Tigard Man Accused Of Kidnapping At Apartment Complex

TIGARD, Ore. — A man is accused of taking a child from an apartment complex into his own apartment and locking the door on Wednesday night.

The mother was inside watching her child play outside The Fields apartments on Southwest Hunziker Road when she saw it happen.

Along with neighbors, they kicked down the suspect’s door and he fled out back with the child.  The 7-year-old boy was rescued.

56-year-old James Harman was arrested for kidnapping.  Police say there was evidence at the scene leading them to believe he intended to hurt the boy.
