In a late night tweet the mayor says sleep well Portland help is on the way.  He pledges assistance for small business and employees.  The new emergency declaration means landlords can not evict tenants.  People impacted by COVID-19 either through layoffs, shortened hours, staying how because the kids are out of school, or they themselves are sick.  Tenants  would have up to 6 months to payback all rents.  Wheeler is looking at ways to help businesses especially small ones.  Thursday he will meet with Banks and Credit unions looking for mortgage relief for buildings owners and families.  Only essential city employees are working.  City offices are closed to the public.
