SALEM, Ore. (AP) – The Salem Keizer Education Association has filed an unfair labor practice complaint against Salem-Keizer Public Schools for allegedly discriminating against and unfairly transferring an elementary school teacher, and restricting the union’s access to its members.

The Statesman Journal reports the complaint was filed with the Oregon Employment Relations Board in early March, but Lillian Govus, director of communications for the school district, said they have not been served and have not issued a formal response.

Once served, district officials have 10 days to respond to the complaint.

Of the district’s nearly 5,000 licensed and classified staff, the association represents 2,100 members, including teachers, counselors, librarians, social workers, psychologists, nurses and other specialists working in Salem-Keizer schools.

The complaint outlines a number of instances union leaders argue were unjust to its members or their ability to work with them, citing state statute and the district-association contract as evidence.
