Salem, Or. –  The Oregon Department of Revenue starts processing state tax returns today. It says it won’t start issuing personal income tax refunds until sometime next month. It says  the refund hold is part of the agency’s tax fraud prevention effort. It gives the agency time to confirm the numbers match up on both the W-2 forms and 1099.  Tax refunds will be issued after February 15th.
