The Department of Veterans Affairs describes the event at Willamette National Cemetery as a “somber” wreath laying ceremony.
Fort Vancouver National Historic Site:

Visitors may view the garrison flag raising, Washington Army National Guard Howitzer cannon firing, and a wreath laying ceremony in honor of fallen heroes.
