Man Dies In 2nd Weekend Homicide

PORTLAND, Ore. — Police have identified the man who died after being found wounded from a shooting in the parking lot of an apartment complex at Northeast 103rd and Sandy Boulevard early this past Sunday morning.

28-year-old Rey “Kevin” Arras-Rios was moved to a safer location to be treated by paramedics because there was concern the shooter was still in the area.  He died at the hospital.

Officers detained several people at the scene including a suspect, but have not released any names or charges.

This is the city’s 18th homicide of the year.
