Intruder Arrested After Arming Himself, Ransacking NW Portland Apartment

PORTLAND, Ore. — A man was arrested early Tuesday morning, hours after police say he broke into an occupied apartment in Northwest Portland, armed himself with weapons and damaged property.

Police say 36-year-old Joseph Webb of Kelso climbed onto the roof of the building on Northwest Naito Parkway near the Broadway Bridge on Monday night and entered a second-floor apartment via a balcony.  The people inside got out before the man armed himself with a knife and hammer.

He then broke windows and threw furniture and appliances out of the apartment.

Nearby apartments were evacuated for safety.  Crisis negotiators spent several hours talking to Webb before he gave himself up nearly four hours later.  He was taken to the hospital with self-inflicted injuries.  Nobody else was hurt.

Webb is charged with Burglary in the First Degree and two counts of Criminal Mischief in the First Degree.
