OREGON CITY, Ore. – Newly elected Clackamas County Commissioner Mark Shull refused to resign Thursday over his racist and bigoted social media posts, “It’s my intention at this time to continue to carry out the work of the people of Clackamas County.”
Commissioner Shull made that comment after his four fellow commissioners all called for him to step down.
The board later voted unanimously to censure Commissioner Shull.
After voting to censure himself, Commissioner Shull said he’ll consider the resolution further, but he also reiterated his intention to remain on the board.
Clackamas County residents can vote to recall Shull in six months.

A RESOLUTION OF THE CLACKAMAS COUNTY BOARD OF COMMISSIONERS IN THE MATTER OF CENSURE OF NEWLY-ELECTED COMMISSIONER MARK SHULL
Whereas, the Clackamas County Board of Commissioners prides itself in serving as the governing body of an organization that provides a multitude of critical public services to more than 400,000 of its residents; and
Whereas, in the provision of these services, and our representational democracy, the Board of County Commissioners finds that it is imperative that these services be provided to all residents fairly and even-handedly without bias based on gender, race, color, national origin, religion, familial status, disability, marital status, source of income, or sexual orientation (including gender identity); and
Whereas, in 2015 the Board of County Commissioners affirmed its commitment to valuing diversity, equity and inclusion in Clackamas County by adopting Resolution No. 2015-96, a copy of which is attached hereto and incorporated by this reference herein; and
Whereas, recently, we all have learned of certain comments posted on social media by Mark Shull, a newly-elected County Commissioner; and
Whereas, the posted comments are derogatory, offensive, insensitive, and racist; and
Whereas, by these statements, Commissioner Shull has imputed to Clackamas County a reputation of racist, sexist, and religious insensitivity and intolerance; and
Whereas, by these statements, Commissioner Shull has damaged the reputation of Clackamas County both as an organization and a governmental entity; and
Whereas, Commissioner Shull’s statements and opinions are detrimental to the trust and confidence of the residents of Clackamas County and the Board of Commissioners’ ability to ensure the delivery of services to the County’s residents; and
Whereas, as a result of this conduct, the Board of County Commissioners has lost trust and confidence in Commissioner Shull and his ability to continue to provide leadership;
NOW, THEREFORE; BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS THAT:
Section 1: The Board of County Commissioners condemns and denounces the derogatory, offensive, insensitive, and racist statements posted on social media by Commissioner Mark Shull. This Resolution constitutes official censure of Commissioner Mark Shull for his conduct described herein; and
Section 2: It is the consensus of the Board of County Commissioners that it is in the best interest of Clackamas County that Commissioner Mark Shull resign his Commission post effective immediately.
