A new study measuring 50 metrics totaling 2,500 points says Oregon scores 1380. That's barely above Indiana and just below Massachusetts. Washington State ranks 21st with 1357 points. Some of the things taken into consideration were cost of doing business, economy, infrastructure, workforce, quality of life, and education. Atop the list is South Dakota, and at the bottom sits Hawaii.
