Clackamas County voters approve an anti rail measure 60 to 40 percent according to partial returns. Measure 3-401 requires voter approval before the county can spend money on rail lines. The vote comes five days after the county took out a loan to pay Tri Met its 20 million dollar share of the Portland to Milwaukie light rail extension. Tri Met says Tuesday's vote does not affect that project, but could affect prospective projects. It says as the region expands transit in the future the measure will affect how the region proceeds. Talks about high speed passenger rail between Seattle and Eugene are in the early stages.
