Portland City Council votes today on a $57.3 million contract to build underground water storage tanks. Commissioners Randy Leonard and Dan Saltzman support the move from open reservoirs to underground tanks. But Commissioner Amanda Fritz wants to put plastic covers on the open reservoirs instead. The Oregonian reports the Water Bureau has already spent more than $6 million dollars designing the storage tank project.
