The group Portlanders for Water Reform has filed papers to form a public utility district.
They're angered by huge water and sewer bills and say ratepayers are too. The misuse of water bureau funds has embroiled the city of Portland in a lawsuit of over $1 million.
A broad coalition has been fighting the issues including capping reservoirs for over ten years without any resolution. Most recently, Camp Cascadia protested at Mount Tabor Park, something that the group applauds.
Once the initiative is given the green light, petition gatherers will need to collect 30,000 valid signatures to put a P.U.D. on next May's ballot.
