Should citizens be charged for misusing public services?

Some fees proposed are for false alarms, for drug or alcohol-related car accidents, rescuing someone who was violated the law (like trespassing) and a lockout fee, for responding to unlock homes or vehicles for people.

Firefighters also suggest a $100 fee for riding in a fire department ambulance.

Public services are cutting the fat left and right, and in some cases that includes personnel. These public servants need to be able to respond to people who are actually in need. The reality is that people who misuse these services should be fined accordingly.
