Portland Parks and Recreation wants to change the city code on dog owners in parks. They will be taking their idea to the City Council Wednesday to allow city workers to levy $150 fines to dog owners who do not clean up after their pets in parks. It would also allow for fines for people who let their dogs off leash in parks where that is not allowed.
Mark Ross with the department says when it comes to parks they get more complaints about dogs than anything else.
