1,400 people lost power for nearly three hours Tuesday evening. Portland General Electric says a malfunction in a substation near OMSI is to blame. The areas left in the dark included downtown Portland from about Morrison to Burnside, and 2nd AVE to 4th AVE. The outage also effected the same area on the east side, from the river to about SE 11th. MAX service was effected and residents who live in high-rise residential buildings found it difficult or impossible to get from their units to the street and the other way around. Some business's called it quits early, while some bars and restaurants were just fine with a candle light atmosphere.
